THE STATE APPARATUS: PUBLIC SUBJECTS: General concepts. Constitutional and active administration bodies: general outline; the electoral body; the parliament; the president of the Republic; the government; the Public Administration; the Constitutional Court. Bodies with constitutional importance: the Superior Council of the Magistracy; the National Council for Economy and Labor; the Council of State as an advisory body; the Court of Auditors as a control body; the Supreme Defense Council. Notes on other advisory and control bodies with general competence: the State Attorney; the State Accounting Office. Independent administrative authorities: nature and categories; constitutional problems. PUBLIC FUNCTIONS: General concepts. The individual functions: the constituent function; the constitutional review function; the function of political direction; the legislative function entrusted to Parliament; the legislative function entrusted to the Government; the regulatory regulatory function; the administrative function entrusted to the Government; the judicial function. Administrative and jurisdictional remedies against the legal activity of the P.A. (Ordinary Justice and Administrative Justice). The hinges: the right of necessity and the separation of powers. POLITICAL AUTONOMIES: The abrogative referendum: procedure; admissibility. The popular legislative initiative and the petition. Political parties: nature, characters, plurality. TERRITORIAL AUTONOMIES: The art. 114 of the Constitution. The Regions: number and denomination; local regulations; statutory autonomy; the Statutes of the regions with special autonomy; the Statutes of the regions of common law; the rules of transfer of competences from the State to the Regions; the organs of the Regions; the form of government; functions of the regional council, the council and the president of the council; financial autonomy; participation in state documents; legislative autonomy; the exclusive legislative competence of the Regions and its limits; the legislative procedure; administrative and regulatory functions; the political control function of the Regional Council; state control; Municipalities and Provinces: general principles on local autonomies; the functions of the Municipality; the functions of the Province; management of public services; the bodies of local bodies (the Council, the Mayor and the President of the Province, the Council); controls on organs.
