(objectives)
The course aims to provide students with the following skills. KNOWLEDGE AND UNDERSTANDING: developing skills related to the understanding and analysis of the fundamental notions of Italian substantive administrative law in view of the mutual influence between European (administrative) law and national administrative law), in particular knowing the organization of administrations and their functions, to be familiar with the fundamental principles governing administrative action. KNOWLEDGE AND UNDERSTANDING APPLIED: providing students with advanced skills and tools suitable for knowing in depth the administrative organization, its action, tools and acquiring a thorough knowledge of the methodologies and argumentative techniques developed by the skills approach. AUTONOMY OF JUDGMENT: develop the ability to autonomously understand regulatory texts, sentences, administrative measures and documents; deal with complexity and knowing how to evaluate, discern, interpret independently on the topics and topics covered during the course, knowing how to easily use the reconstructive and interpretative tools that are indispensable in the professional application of a complex subject such as substantive administrative law. COMMUNICATION SKILLS: discuss legal issues demonstrating conceptual accuracy, linguistic precision and autonomy of judgment. ABILITY TO LEARN: be able to find and consult sources and literature and know how to use the IT channels of institutional bodies to develop independent research on specific topics

(syllabus)
The course describes the legal principles that identify the public institutions, by illustrating the Italian regulation of the public administration, the public law and private law divide and by focusing on the administrative decisions and proceedings. A specific attention is given to the invalidity of administrative decisions, the civil, criminal and administrative liability of officials and civil servants. Finally it describes the regulation of the public administration according to the domestic and the EU law with a focus on the public contracts and agreements.
More specifically the class will analyse:
- the legal principles that identify the public institutions, by illustrating the Italian regulation of the public administration
- the administrative proceedings and decisions
- the invalidity of the administrative decisions
- the civil, criminal and administrative liability of officials and civil servants
