DIRITTO AMMINISTRATIVO AVANZATO
(objectives)
The course aims at discussing four fundamental lines of the ongoing transformation of Italian administrative law: the changes due to the the opening of the Italian legal order to a multiplicity of relationships with other national and non-national legal orders; those due to the evolution of the ways of action of public administrations; the transformations linked to technological innovation; the evolution resulting from the economic crisis. Students actively participating to the course will also be able to improve their team working and presentation skills.

The Advanced Administrative Law course examines the evolution of administrative power and the parallel development of new control and accountability techniques. In particular, two main aspects are considered. The first concerns the transformations related to technological innovation (from the digitalization process of public administrations to the use of artificial intelligence systems and big data), the legal problems that new technologies determine and the solutions offered by the legal system. The second aspect concerns the accountability achieved through administrative transparency tools, from the obligations of publication to the various forms of access provided for in our legal system. Particular attention will be paid to the institution of generalized civic access (so-called FOIA), more recently introduced (2016), used as a key to examine the administrative trends in Italy and in a comparative perspective.
