(syllabus)
The course aims to provide a complete knowledge of the European Union, covering its legal and institutional framework. After an introductory part, dedicated to the origins and evolution of the European integration process, to the founding values and principles and to the enlargement process, the course examines the organization and institutional functioning of the European Union, focusing on the individual institutions and organisms, and analyzing their characteristics, activities and operating principles. Subsequently, the course examines the legal framework of the Union, focusing on the system of sources of European Union law, evaluating its characteristics, relationships and interactions. Essential principles and doctrines such as the direct effect and the primacy of EU law are also examined, especially in the context of the relations between the European Union and the national laws of the Member States, in particular the Italian one. We then move on to the examination of the system of actions before the Court of Justice of the European Union, with particular attention to the instrument of reference for a preliminary ruling. The study of the various topics goes hand in hand with the analysis and discussion of current problems and challenges, such as the European Union's response to crises such as, for example, the respect of the principle of the rule of law, migration, terrorism, the Covid-19related pandemic, Brexit.
