The course will focus on the main legal issues related to the Internet and social media from a state and supra-state perspective, with particular reference to the following problematic profiles:

Technological evolution and challenges to law. Territorial sovereignty and digital technologies: overview of the main issues. The relations between States and private subjects of data intermediation. The Italian Constitution and the Internet. Articles 15 and 21 Cost. The potential of articles 2 and 3 of the Constitution, with particular reference to the digital divide. The "net neutrality" and its implications. Internet, social networks, information and political decision-making in the perspective of public law. Prospects and limits of the use of artificial intelligence in political decision-making. Social networks, fake news. Internet and personal data protection, the GDPR. Cybersecurity. The right to be forgotten. AI and Automated Decision-Making in the Civil/Administrative Justice System. Geolocation, forms of tracking and contact tracing. E-commerce and smart contracts.
